Where Virginia posts its bids
- State bids
- Virginia Business Opportunities (VBO) on eVA. eVA is Virginia's eProcurement marketplace. VBO lists solicitations from state agencies and other public bodies that buy through eVA, including local governments registered as eVA buyers. The public listing opens without a login.
- Register as a vendor
- eVA Supplier Registration (1% supplier transaction fee on eVA orders, capped at $500 per order for DSBSD-certified small businesses and $1,500 per order for other registered businesses). You register, pick NIGP commodity codes and upload a signed Commonwealth of Virginia Substitute W-9. Registration is not complete until the W-9 is received.
- Technology buying
- Virginia IT Agency (VITA) Procurement. VITA buys IT for the Commonwealth and manages statewide IT contracts, which you can search on its contract site. VITA asks suppliers to register in eVA and, if eligible, get SWaM certification.
- Small business certification
- SWaM Certification (Small, Women-Owned, and Minority-Owned Businesses). The Department of Small Business and Supplier Diversity certifies eligible small, women-owned and minority-owned businesses to improve access to state contracts. Many localities also rely on SWaM certification for small business procurement.
- Free bid coaching
- Virginia APEX Accelerator: the state's APEX Accelerator helps small businesses with registrations and proposals at no cost.
