Where South Carolina posts its bids
- State bids
- South Carolina Business Opportunities (SCBO). State agencies must advertise solicitations above set dollar thresholds here, and cities, counties and school districts can post too. Ads are listed by category, including Information Technology, and browsing needs no account.
- Register as a vendor
- SCPro Supplier Registration. SCPro replaces the SCEIS vendor registration portal. An Initial Registration lets you bid on state solicitations, and a Full Registration (with W-9 and tax ID checks) is required before you can be awarded a contract or paid.
- Technology buying
- Information Technology Contract Search (Statewide Term Contracts). The Division of Procurement Services runs IT procurements and statewide term contracts for state agencies. This search lists the current statewide IT contracts.
- Small business certification
- Certification as a Minority Business Enterprise (MBE) - SMBCC. SMBCC, now under the South Carolina Commission for Community Advancement and Engagement, certifies small businesses at least 51% owned and controlled by socially and economically disadvantaged people. A business must have operated for a year, and the process includes an owner interview and a site visit.
- Free bid coaching
- SC APEX Accelerator: the state's APEX Accelerator helps small businesses with registrations and proposals at no cost.

Each of these runs its own bid page, and most want you registered in their system too.

Good to know
- The new SCPro system goes live November 9, 2026. From October 26 to November 9, 2026, no new vendor registrations or updates can be processed. source
- In SCPro, anyone can search and view active state solicitations on the Public Solicitations page without logging in. You need a registered account to submit a bid. source
- The City of Columbia formally bids purchases of $50,000 and over. Below that, departments get quotes, including from companies registered in the city's eBid system. source
